Balance Druids in MoP Classic should prioritize Intellect, Hit, and Spell Power, followed by Haste and Critical Stike Chance to maximize their damage output.

Intellect is the primary stat for Balance Druids, increasing Spell Power and Spell Critical Strike Chance. You will stack as much as possible without dampening other stats.
Hit Chance is different for Balance Druids due to the Balance of Power mechanic. All Spirit you gain is automatically converted to Hit through the effect. You will need a 15% Spell Hit Chance to never miss against level 93 bosses, with each 340 Hit resulting in a 1% Spell Hit Chance.
Spell Power is a very important secondary stat that enhances the performance of your spells. You automatically gain Spell Power from Intellect, but you will also want to prioritize gaining more of it whenever you can.
Haste is vital to Balance Druids since it synergizes with your DoTs, adding extra ticks and increasing your overall cast speed for all spells. Each 425 Haste grants a 1% overall Haste, with the soft cap being 23%. You will want to prioritize gaining the Soft Cap without dampening Intellect/Hit Chance.
Critical Strike Chance is the next priority stat after Haste, vastly increasing the performance of Balance Druids of all spells. They also benefit from it through effects such as Shooting Stars. Critical Strike Chance has no specific cap, although it is recommended not to go overboard.
Mastery is the weakest secondary stat for Balance Druids. It increases the potency of Eclipse through the Mastery: Total Eclipse passive. Generally, stacking Mastery is only viable for AoE encounters where Eclipse can be sustained longer, making Haste/Critical Strike Chance far more potent overall.
Stamina is a primary stat that increases your overall Health Pool. This stat is automatically found on all the required gear and should not be added through Enchants, Gems, or Consumables. You will want considerable Stamina to ensure you’re not a glass cannon.
Reforging
Reforging can only be performed on secondary stats, with primary stats such as Stamina and Intellect not changeable. Balance Druids should reforge any invaluable stats to Spirit/Hit until they hit the cap. They should reforge Spirit and any other invaluable stat into Haste and Critical Strike Chance once they reach the Spell Hit Chance cap.
