Mantle of Thieves is not just one of the best, but the best Shoulder item for Phase 1 of Season of Discovery for several classes. Hunters, Rogues, Feral Druids, and Enhancement Shamans will all have their eyes on this beauty. Unfortunately, it is exclusively dropped within Razorfen Kraul, a level 32-42 Dungeon.
Players are able to enter Razorfen Kraul in Phase 1 of Season of Discovery, but the Elites within may prove quite a struggle. The dungeon starts fairly simply, with level 24-26 Elites, but very rapidly ramps up with multiple level 31 Elites before you even reach the first boss.
Mantle of Thieves is dropped by 5 different enemies within Razorfen Kraul. In order of lowest to highest level these are: Razorfen Defender, Razorfen Totemic, Death’s Head Sage, Kraul Bat, and Quilguard Champion.
Razorfen Defenders are level 27 to 28 Elites and are found in the early parts of Razorfen Kraul. These are relatively un-noteworthy enemies as they are primarily simple melee fighters.
Razorfen Totemics are level 29 Elites that are found slightly deeper, but before killing any bosses. These will summon Healing Wards, healing all of their nearby allies, as well as Earthgrab Totem, which periodically roots everyone nearby. These two spells can be a problematic duo if no one kills the totems, but as long as someone focuses the totems down they pose no great threat.
Death’s Head Sages are level 29-30 Elites and are found slightly deeper than Totemics, but can still be found before killing any bosses. They function similarly to Totemics and also summon Healing Wards.
Quilguard Champions are level 30-31 Elites and are found guarding the entrance to Overlord Ramtusks area. The high level of these enemies can make them difficult to handle, and you will have to fight two of them at once. They function as Protection Warriors, stacking Sunder Armor on their target while in Defensive Stance.
Finally, Kraul Bats are level 30-31 Elites found significantly deeper in the dungeon, in the designated bat detention zone. Getting all the way to them will take some time and require killing a lot of enemies, but there are a lot of bats making them a decent potential source of rare drops.
While a few classes can solo some of the enemies in Razorfen Kraul, the best class for it is absolutely Hunters. Using their pet and some smart play they can reliably solo enemies one at a time, resetting once they reach the harder enemies.
