In the phase 3 discovery video posted by Blizzard earlier today they’ve announce that dual wield will be added to WoW Classic Season of Discovery in Phase 3 coming in a few weeks on April 4th.
From the preview we can see that it requires level 40 and is available from an NPC named Grendag Brightbeard at a cost of 50 gold.
