In an interview with YouTuber Scottejay, two members of the WoW Classic development team confirmed that there would be six to seven new runes per class in Phase 2, indicating that the belt and boots rune slots we saw in the Phase 2 preview are likely the only new rune slots this phase.
That means that the helm and bracer runes that have been datamined will most likely not be part of this phase of content. They may already be in testing for Phase 3, but a lot could change between now and then. There were also a few runes datamined for slots that are already in use which may or may not be included in Phase 2.
Another big question that was answered in the interview was that dual talent specialization will not be in the game in Phase 2. It sounds like Blizzard is still debating how and when they can implement this quality of life feature in the game.
The developers also confirmed that there would be no world buff from the Stranglethorn Vale event. They wanted to limit the number of buffs that players feel obligated to collect. Furthermore, since the Blood Moon event is a pure PVP activity with no PVE objectives, they wanted to make participation a little more optional.
One other tidbit that was shared was the fact that Waylaid Supplies crates will no longer be unique as of Phase 2. They teased that there would be at least one other change to the system, but kept us in suspense about what that will be.
When asked about the possibility of adding enchanting vellums, the developers said they want to keep the community interaction aspect of this profession for now. They did hint that they were considering adding gathering profession abilities from later expansions such as the Lifeblood ability for Herbalism.
